In 2018 election happens and the new and stable government takes place. Market get new finance minister Dr Yuba Raj Khatiwada who was the former governor of Nepal Rastra Bank. For the first time in the history of Nepal, the person who is well educated about the economic condition of Nepal comes in power. People are hopeful that this person will do something for market development but the hope goes down from his work. Capital market crash down more severely than before and could not pull up till now. 
Dr Khatiwada is not the only reason for the fall of the market. SEBON and NEPSE are also the reason for market fall. SEBON is not doing there work properly and NEPSE employees are dump they are not serious about the market. NEPSE started online trading platform but the platform is full of bugs. Software is not working properly. There is no bank and Demat integration until now. If the system is not automated how can you say it is a completely online system. People can sell or buy stocks from that but to collect the cheque and for payment, people have to go to broker office how can we say this is automated. 
Another problem is KYC every person have to fill the number of forms for KYC update for every bank and financial institution and broker office. The government until now do not have any solution for KYC update within one single click.
